Seen this plenty of times where no infrastructure existed, some even tried to PASS the fire truck (a big no-no).<br/>As for the congestion part:<br/>**VEHICLES** are the source of all the congestion, if say, fifty people didn't at all drive (each vehicle takes up the space of SIX to NINE bicycles regardless of width), congestion would be greatly reduced. That also decreases if 100 rode instead of driving. Big difference, right there.
